This is the permanent resident population, not everyone present in the country on a given day.
Scenarios depend on assumptions about migration in particular; the high and low scenarios show the range, not the best and worst case.

The permanent resident population counts Swiss citizens living in Switzerland and foreign nationals with a permit for at least 12 months or after 12 months of stay. Shorter stays, cross-border commuters and tourists are not included.
